The public organization “League of Officers” was established in 2001 in Sevastopol and is a non-profit organization with the status of a legal entity. In 2014, the patriotic wing of the organization left the temporarily occupied territory of the Autonomous Republic of Crimea for the territory of Ukraine and actively integrated into the system of support for the Defense Forces of Ukraine during the repulsion and deterrence of the armed aggression of the Russian Federation.
As of September 1, 2025, the NGO “League of Officers” has branches in 8 regions of Ukraine and has 748 members. It includes: Certified Training Center, Employment Service, Legal and Psychological Service.
In its activities, the NGO “League of Officers” pursues the following goals:
socio-psychological adaptation, employment and retraining in new specialties of military personnel discharged from the Defense Forces of Ukraine and their family members;
We coordinate all our activities with state structures and international partners. During a special period (since 2014) to implement projects to address the above issues, we cooperate as implementing partners with NATO, OSCE, the Geneva Center for Security Sector Governance (DCAF), and the US Embassy in Ukraine.
In addition, we have constructive working contacts with:
- entities of the Security and Defense Sector of Ukraine (The General Staff of the Armed Forces of Ukraine, the National Guard of Ukraine, the State Border Service of Ukraine). Within the above-mentioned framework, we have concluded Memorandums of Cooperation with the following entities of the Ministry of Defense of Ukraine;
- deputy Minister of Defense of Ukraine in the area of social and professional adaptation of military personnel scheduled for release into the reserve or retirement;
- Main Department of Psychological Support for Personnel of the Armed Forces of Ukraine in the area of psychological support and restoration of combat readiness of military personnel participating in hostilities;
- Main Communications Directorate of the Armed Forces of Ukraine in charge of assisting in the formation of defense awareness and civilian resilience of society;
- Central Directorate of Civil-Military Cooperation of the General Staff of the Armed Forces of Ukraine in the direction of carrying out events within the framework of the escort service for military personnel;
- interested central executive authorities with whom we implement joint projects (Ministry of Veterans Affairs of Ukraine, Ministry of Social Policy of Ukraine, Ministry of Education and Science of Ukraine, Kyiv Regional State Administration and State Employment Center, etc.).
However, the most valuable thing is that the NGO “League of Officers” has a unique successful experience of conducting special period activities (2014 – 2021.) and martial law regime (2023 to present) joint activities with the Defense Forces of Ukraine and central government bodies aimed at implementing project activities with international partners.
The staff of the NGO consists of:
1) from retired/retired officers of the operational-strategic and operational-tactical levels who are participants in combat operations and have significant experience working with personnel in any situation;
2) holders of academic degrees;
3) highly professional accounting specialists who have extensive practical experience working with international governmental/non-governmental organizations.
